Playground ideas/updates

There is a problem at the playground with teenagers hanging out, not from the neighborhood. They have broken all the white benches by putting the on top of the slide area to hang out in, then throwing them over. Everytime I take my kids there I have to clean up all the trash and pit the benches back. They took all the swings off and broke one. My kids are young and we frequent the park almost everyday. I don't know what we can do to fix this problem. I have seen them leaving as we were coming and I would have stopped them but I had no idea the amount of damage they caused. I have not seen them again, but I do clean up after them everyday.
What exactly are the rules on kids who don't live in the association being allowed in the playground? Since the playground is maintained by funds we pay into the association isn't it technically private?
I am very anxious to get the playground redone. The families with little ones have been waiting far too long. The issues need to be resolved and the work on the playgroud needs to be STARTED ALREADY!
To address the problem of the teenagers and "OUR" playground, I suggest we post a PRIVATE PROPERTY sign (if there is not one already there), and have some of the association members volunteer to take a day each month to walk the community to make sure the teens are not abusing the property.
